The Oregon Capital Scan Steering Committee is pleased to share the 2025 Oregon Capital Scan, produced in partnership with ECOnorthwest. This report offers a data-driven look at Oregon’s capital landscape—where capital is available, where it is not, and how those patterns shape the growth of Oregon’s entrepreneurs and businesses.
Over the past decade, the Oregon Capital Scan Steering Committee has convened stakeholders from the public, private, and nonprofit sectors to steward statewide research on capital availability and take action based on each report’s findings to improve capital availability in Oregon. Past successful strategies have included strengthening our angel investor network, creating new state lending programs, and connecting like-minded investors. Throughout our efforts, we have remained focused on capital availability across all capital types—equity, debt, and grant funding.
The 2025 Oregon Capital Scan connects quantitative data with on-the-ground experience to reveal patterns that shape Oregon’s entrepreneurial ecosystem. This year’s report is guided by a research framework designed to connect timely capital questions with data sources, analytical methods, and Oregon’s broader economic context, advancing the central goal of identifying where capital is available across three key industry clusters, High Tech, Forestry & Wood Products, and Food & Beverage. The 2025 report also takes a focused look at the South Coast region, providing localized insights into capital availability and challenges that may be masked in statewide data. These insights are intended to support policymakers, funders, and business development practitioners in designing strategies and partnerships that expand capital availability across the state.
