About the Capital Scan

Background and purpose

Launched in 2012, the Oregon Capital Scan (OCS) brings together stakeholders to identify challenges and opportunities within Oregon’s capital ecosystem. Through more than a decade of research and collaboration, the Capital Scan has deepened understanding of how capital flows across our state—and where it doesn’t. The Oregon Capital Scan serves as both a research platform and an educational tool and is a shared foundation for collective action to make Oregon’s capital ecosystem more transparent, inclusive, and effective in supporting business growth.
